I guess I was hoping that the Obama administration was listening to the NWP argument for educational improvement infrastructure, and actually understanding it.  Instead, they have proposed that states compete against states, and that money is distributed through block grants to &quot;winning&quot; state departments of education.  I don&#039;t see the logic here--won&#039;t this approach exacerbate inequities?</description>
